BASIC FUNCTION OF POSITION:
The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various officers and staff of the Project Administration Group (PAG) to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP).
  
 SCOPE OF WORK
The scope of services of the Chief Accountant includes detailed accounting of annual budget expenditures, preparation of consolidated annual financial account statements for auditing purposes and keeping track of accounting and management action plan and ensuring its fulfilment.
 
 
MAJOR DUTIES AND RESPONSIBILITIES:
 
The Chief Accountant will support and co-ordinate with PAG Manager, Senior Financial Officer and Disbursement Officer in overall accounting of the project:
a) (oversee all financial reporting activities, providing timely, accurate information to PAG and EA;
b) engage in annual audit, tax reporting, and ensuring compliance with all regulatory requirements for the PAG;
c) approve and sign all financial documents of the Project, including banking, cashier documents, and documents related to salaries, and is fully responsible for the correct, reliable submission of financial documents; 
d) verify invoices and other payment documents for compliance with the contract terms and agreements; 
e) ensure proper and targeted use of project funds in accordance with the requirements of the legislation of the Republic of Tajikistan and the ADB as described in the Project Financial Manual;
f) monitor and ensure effective use of project funds, according to ADB procedures and legislation of the Republic of Tajikistan; 
g) prepare the Quarterly Interim Unaudited Financial Reports and their timely submission to the ADB; 
h) perform monthly cash and bank reconciliations;
i) control preparation of monthly, and quarterly financial reports to be presented to the Ministry of Finance, State Committee on Investments and State Property Management, and State Committee on Statistics of the Republic of Tajikistan;
j) develop and update procedures to ensure proper internal controls, identify risk areas, and prepare mitigating actions for the PAG;
k) enter data into financial records for payment and receipt vouchers, and maintain and organize hard files for vouchers;
l) maintain and record petty cash transactions;
m) prepare bank reconciliation statements;
n) assist in the operations of accounting, payroll, contracts and loan administration and prepare financial reports.
 
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
It is expected that the selected candidate will conform to the following qualifications and experience profile:
(1) Higher education in Accounting/Finance/Business Management/Public Administration; a master’s degree will be an advantage;
(2) A minimum of 7 years of professional experience implementing financial management and accounting functions;
(3) Experience in operating donor funds in development projects is an asset; knowledge of ADB requirements will be preferable;
(4) The ability to supervise accounting and other financial functions, and report financial information useable to the various stakeholders: Government, ADB, and Auditors;
(5) Sound knowledge of the government of Tajikistan’s accounting and financial management system;
(6) Strong computer skills and practical experience with the 1C Accounting Software;
(7) Strong communication skills;
(8) Excellent command of Russian, good knowledge of Tajik, and working knowledge of English is a preference; and
(9) Two reference letters from the most recent employers. 
 
ASSIGNMENT DURATION, LOCATION AND REPORTING:
The Specialist is expected to begin the assignment in November 2023 on a full-time basis. Dushanbe is the location of assignment. The Specialist shall be contracted for 12 months. This assignment is renewable annually based on the specialist’s performance and project needs.
