DISTRICT CIVIL ENGINEER ON SUPERVISION FOR REHABILITATION PROGRESS AND QUALITY FOR SCHOOL #56 IN FARKHOR DISTRICT

BASIC FUNCTION OF POSITION:

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES). 
The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.
“Teaching and Learning environment” in this project refers to the complete physical, social, and pedagogical context in which learning is intended to occur. The teaching and learning environment in this project is defined as consisting of the skills and competencies of teachers and physical learning spaces where learning occurs . It is school settings (not just classrooms) and contexts in which students learn and teachers teach within the school premises.

MAJOR DUTIES AND RESPONSIBILITIES:

The District Civil Engineer will oversee the progress of construction activities at the site in accordance with project plans, calculate the volume of work completed, ensure the quality of workmanship, and assess the quality of construction materials. Additionally, involves resolving any issues that arise during construction and ensuring that all construction activities are executed correctly at the site. 

SPECIFIC RESPONSIBILITIES OF DISTRICT CIVIL ENGINEER:

Under the supervision of the Director and Project Coordinator, the District Civil Engineer will:
a) Provides technical supervision of construction and installation works, acceptance of works on schools/ educational institutions;
b) Monitors the progress of construction plans, compliance of volumes, terms and quality of construction and installation works for schools/educational institutions while ensuring diligent management of time, cost, quality and ES considerations during the construction; 
c) Participates in the review and approval of changes in design decisions, materials, products, structures during the construction of schools/educational institutions;
d) Study causes of delays and deterioration in the quality of school/school construction and installation; 
e) Performs technical acceptance of completed construction and installation works on schools/ educational institutions and forms the necessary technical documentation. 
f) Controls the quality of elimination of defects and defects within the established time.
g) Maintains records of completed construction and installation works and prepares the necessary data for reporting on school/school construction plans;
h) Review detailed project, cost estimate and other technical documentation of schools/educational institutions;
i) Keeping electronic and hard copies of all documents pertaining to civil works under project under the Engineer’s charge.
j) Monitoring of contractor performance in liaison to ensure the Contractors timely mobilize resources for the construction works including timely updates to method statements, and construction schedules/programs, confirming materials delivered are acceptable, and confirmation that equipment is in acceptable mechanical condition;
k) Ensure the contractor deploys all key personnel and other staff as required by the contract, meets ES requirements as well as all other contractual obligations.
l) Conducting site inspection and resolve any technical challenges or escalate to MOES;
m) Reviewing and providing approval of the Contractor’s interim certificate after confirming Contractor has met ES requirements.
n) Preparing detailed monthly and quarterly progress reports for submission to MOES and World Bank, providing updates on physical and financial performance, ES performance, any challenges met and how they were addressed, emerging risks, issues for management’s attention, Grievance Redress, etc.
o) Providing regular briefs on construction activities whenever required;
p) In collaboration with the MoES, preparing monthly Progress Reports on physical and financial components of the civil works;
q) Ensuring Contractors adhere to the Environmental and Social safeguard requirements and obligations – including timely reporting of accidents on site; 
r) Liaise with Project Coordinator to escalate persistent challenges to MOES management’s attention including those that relate;
s) Performing other responsibilities assigned by the Project Director.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:

It is expected that the selected candidate will conform to the following qualifications and experience profile:

a) Higher education in Civil Engineering or related field. Further education in Civil Engineering, Construction Management, or Project Management will be an added advantage;
b) Minimum of 3 years of experience in civil engineering construction of building works;
c) Demonstrated knowledge about Environmental and Social standards of Tajikistan and World Bank;
d) Knowledge of legislative and regulatory documents of the Republic of Tajikistan in terms of construction works;
e) Excellent written and verbal communication skills in Tajik and Russian languages; 
f) Computer literacy: Windows XP, Excel, Word, AutoCAD, ARCHICAD, MS Project and ability quickly master new systems; 
g) Proven integrity and confidentiality in handling public resources and in executing duties confirmed by letters from referees; 
h) Self-motivated individual with the ability to work with minimum supervision.
 
ASSIGNMENT DURATION, LOCATION AND REPORTING:

The Consultant shall be contracted for 12 months. The Contract can be renewed for additional period with mutual agreement of both parties, subject to satisfactory performance.
