BASIC FUNCTION OF POSITION:
    The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various officers and staff of the Project Administration Group (PAG) to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP).
      The Project Administration Group (PAG) will recruit an individual consultant as a Sr. Financial Officer to support the project in administering financial management and disbursement to ensure accountability and effectively manage and utilize project resources for the purpose of the project.
SCOPE OF WORK
      The scope of services of the Sr. Financial Officer includes preparation of annual budget plan and budget revisions, preparation of consolidated annual project financial statements for auditing purposes and keeping track financial management action plan and ensuring its fulfilment, and preparation of project cost table revision as needed.
 
MAJOR DUTIES AND RESPONSIBILITIES:
a. The Senior Financial Officer will support and co-ordinate with PAG Manager, Chief Accountant and Disbursement Officer in overall financial management of the project:
b. prepare and monitor quarterly and annual project budgets and organizational budgets, update projections for the PAG;
c. oversee cash flows, set appropriate reserve levels, and optimize cash flow requirements for the PAG;
d. Ensure proper and targeted use of project funds in accordance with the requirements of the legislation of the Republic of Tajikistan and the ADB as described in the Project Financial Manual;
e. Participate in planning, budgeting for the implementation of the Project; 
f. Monitor and ensure effective use of project funds, according to ABD procedures and legislation of the Republic of Tajikistan; (iii) assist in annual audit, tax reporting, and ensuring compliance with all regulatory requirements for the PAG;
g. together with the Chef Accountant, develop and update procedures to ensure proper internal controls, identify risk areas, and prepare mitigating actions for the PAG;
h. coordinate with the Ministry for the payments under counterpart funding;
i. prepare vouchers along with the bills invoices and other supporting documents for PAG;
j. Support the Chief Accountant to enter data into financial records for payment and receipt vouchers, and maintain and organize hard files for vouchers;
k. Oversee payments process associated with staff reimbursement, travel and events as needed;
l. Maintain and record petty cash transactions;
m. Correctly fill out all financial documents (bank, cash, invoices, payment documents, travel documents, advance invoices, etc.);
n. Assist in the operations of accounting, payroll, contracts and loan administration; and
o.   Prepare and submit of tax reports to the Tax Committee and the local tax authority; 
p. Prepare other additional reports and information, as necessary, for the Ministry of Finance and other government agencies related to investments; 
q. Ensure effective audit of project financial reports and their timely submission to the ADB;
r. Operate and prepare reports using the 1C accounting program
s. Ensure timely entering and posting of transactions into the 1C accounting software and perform monthly closing procedures;
t. Ensure timely submission of withdrawal applications and adequate funds flows.
u. any other financial activities that may be reasonably required. Working closely with the International MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
It is expected that the selected candidate will conform to the following qualifications and experience profile:
1. A finance professional, preferably with a master’s degree in accountancy or commerce from a reputed institution and at least 7 years of relevant experience.
2. Experience in government’s development projects, preferably in multilateral institution-financed projects, managing finances, contract awards, disbursements, and audit arrangements will be an advantage.
3. Well-versed in financial management and accounting systems of government and multilateral institutions.
4. Working knowledge of an off-the-shelf (IC) accounting system is a requirement; knowledge of different technology solutions in financial management is required.
5. Excellent command of Russian, good knowledge of Tajik, and working knowledge of English is a preference

ASSIGNMENT DURATION, LOCATION AND REPORTING:
The Specialist is expected to begin the assignment in November 2023 on a full-time basis. Dushanbe is the location of assignment. The Specialist shall be contracted for 12 months. This assignment is renewable annually based on the specialist’s performance and project needs.
