BASIC FUNCTION OF POSITION:
The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various officers and staff of the Project Administration Group (PAG) to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP).
 
SCOPE OF WORK
The assignment will support the Ministry of Education and Science (MOES) and the Project Director/ Deputy Minister of ISTEMSEP implement and manage the project covering procurement of civil works for upgrading the infrastructures of 22 sites and provision of modern Science, Technology, Engineering, Mathematics (STEM), teaching-aids, IT laboratory tools/equipment and supplies, tools and equipment for life skills programs; supervising the preparation of upgraded teaching and learning materials for STEM subjects and  teachers training; financial management, monitoring and reporting.
 
MAJOR DUTIES AND RESPONSIBILITIES:
a) be responsible for project management and implementation, including organization and coordination with MOES, relevant agencies for project implementation, progress monitoring, procurement supervision, coordinate project reports preparation, technical assistance, and capacity building;
 
b) guide implementing entities to prepare, review, and summarize annual fund use plan, procurement plan, and domestic and overseas study visits and training plans; 
 
c) Participation in all coordination meetings and events related to the ISTEMSEP project;
 
d) report the progress of project implementation and compliance monitoring to ADB;
e) be responsible for reviewing and summarizing the project loan disbursement requests and submit to PD and ADB;
 
f) submit required annual audit reports and financial statements of project accounts to ADB;
 
g) be responsible for coordinating and processing the consulting services recruitment by confirming terms of reference for project implementation support, construction supervision, awareness-raising, CEG, climate change education, SIS development, eLearning platform development and studies, 
h) Making necessary and timely proposals for improving the work within the framework of the project; 
 
i) Support the MOES in coordinating reporting inputs for all LEARN project components and sub-components and undertake the analysis and interpretation of these inputs in the preparation of consolidated project progress reports, and a final completion report, to be submitted in a timely manner to the Minister and Deputy Ministers of the MoES, the MoF and ADB;
j) Providing the Deputy Minister of the MoES with weekly information on the progress of the project;
k) Maintain close communication with all of ISTEMSEP’s key stakeholders and partners;
 
l) ensure the timely bidding, evaluation and contracting of the above consulting services;
 
m) ensure the project will be implemented in accordance with ADB’s safeguards policy;
 
n) submit bidding documents, bid evaluation reports, and other necessary documentation to ADB for necessary approval;
 
o) coordinate the approval of detailed engineering design plans with the appropriate government offices;
 
p) implement project construction supervision through a consulting firm to ensure projects are in compliance with design standards;
 
q) coordinate and assist ADB and relevant domestic agencies to conduct review of project progress and performance;
 
r) liaise with ADB on all project problems and issues, including obtaining ADB approvals required for the project;
 
s) assist ADB or its authorized representatives to visit, inspect, and evaluate the project, and review the retention records and documents of the implementing entities;
 
t) update the project procurement plan on a regular basis; 
 
u) Ensure that the Project GRM is implemented as per the agreed procedures.
v) Facilitate the assignment of individuals responsible for receiving and documenting complaints at each of the GRM up-take points.
 
w) coordinate and implement project performance evaluation, and disseminate the project experiences, lessons learned, and knowledge gained; and
 
x) perform other relevant coordination activities.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
It is expected that the selected candidate will conform to the following qualifications and experience profile:
(1) Post-graduate degree in education or management, with at least 7 years’ experience in management and implementation of education projects funded by the ADB, WB or other major donors in Tajikistan; preferably with experience in a similar post.
(2) Must be familiar with GoT’s and ADB’s procurement rules and regulations and financial management procedures.
(3) Good knowledge and experience in education system of Tajikistan;
(4) Good knowledge of project cycle, procurement and financial management; 
(5) Ability to think strategically and translate ideas into plans and actions
(6) Strong verbal communication and report writing skills;
(7) Excellent command of Russian, Tajik, and English. 
(8) Experience in the usage of computers and office software packages.
(9) Two reference letters from the most recent employers
ASSIGNMENT DURATION, LOCATION AND REPORTING:
The Specialist is expected to begin the assignment in November 2023 on a full-time basis. Dushanbe is the location of assignment. The Specialist shall be contracted for 12 months. This assignment is renewable annually based on the specialist’s performance and project needs.
