Objective and Purpose of the Assignment 

 

The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various specialists to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project. An International Civil Engineer (Disaster Resilience) is required to support the Project Administration Group (PAG) in ensuring the design of educational buildings and other infrastructures are disaster resilient in accordance with international norms and standards. 

Scope of Work 

 

The assignment will support MOES and PAG in ensuring that the detailed civil works plans, design and drawings for the construction and rehabilitation of infrastructures in the 22 sites to be supported under the project are disaster resilient compliant. In particular, the Consultant will support PAG and work closely with the Design Supervision Firm (DSF) during design of civil works packages. 

Minimum Qualification Requirements 

 

• At least a postgraduate degree in civil engineering or related fields is required; 

• At least 3 years of experience in disaster resilient engineering for public service buildings (e.g. educational establishments) is required; 

• At least 10 years of experience in projects financed by ADB, World Bank or other development partner(s) is required. 

• A good familiarity with ADB procurement and financial management guidelines would be desired; 

• Prior experience working in Tajikistan or other Central Asian countries would be preferable. 

• Fluency in written and spoken English is required.
