Objective and Purpose of the Assignment 

The primary objective of the consulting services is to ensure proper planning and execution of project funds per their intended use and assist in financial reporting and compliance with ADB’s financial management and disbursement requirements and the financial covenants of the grant agreement. Assist the Project Director and Project Manager of the Project Administration Group (PAG) to coordinate and manage the financial management functions of PAG to ensure (i) all project funds are used for the intended purpose and with due attention to considerations of economy and efficiency; and (ii) full compliance with ADB’s financial management and disbursement requirements as well as the financial covenants of the grant and project agreement.

 

Scope of Work 

Assist the International Financial Management Specialist to coordinate and manage the financial management functions of PAG to ensure: (i) all project funds are used for the intended purpose and with due attention to considerations of economy and efficiency; and (ii) full compliance with ADB’s financial management and disbursement requirements as well the financial covenants of the grant and project agreement. He/she will work under the supervision of the Project Director and guide the Senior Financial Officer in PAG to perform all the project related financial management functions as required by the Government of Tajikistan and the Asian Development Bank.

Minimum Qualification Requirements 

• Higher education diploma in finance, economics, accounting, or relevant fields is required; 

• At least 8 years of financial management experience are required; 

• At least 5 years’ experience in development partner-funded project(s) is required; 

• Experience in ADB funded project(s) is desirable; 

• Experience in preparing finance reports and annual financial statements is required; 

• Knowledge of cash-basis IPSAS is required; 

• Good knowledge of Microsoft programs: Word, Excel, Power Point, and the accounting program – 1-C is required; and 

• Good working capacity in English language, and fluency in Tajik or Russian, are required.
