Objective and Purpose of the Assignment 

The Government of Tajikistan (GOT) has received a grant from the Asian Development Bank (ADB) part of which will be used to procure works, goods and services for implementing the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP). A National Procurement Specialist is required to support the executing agency (EA) – Ministry of Education and Science (MOES), and the implementing agency – project administration group (PAG), to strengthen and improve capacity to undertake the tendering process, including bid preparation and bid evaluation.

Scope of Work 

The assignment will support the MOES and the Senior Procurement Officer of PAG, by collaborating with the international procurement specialist, for the preparation of the bidding documents for procuring works, goods and the detailed TORs and requests for proposals for procuring various consulting services. In particular, the National Procurement Specialist will (i) ensure the efficient and effective implementation of procurement of goods, works, and services; (ii) assist PAG in the preparation of the bid documents for projects identified, including initiating the bidding process for various packages for goods and works, and recruitment of individual consultants and consulting firms; (iii) assist PAG in bid evaluation and in preparing the corresponding bid evaluation reports; and (iv) support the international procurement specialist to provide training to MOES procurement department officials and PAG officers on ADB procurement rules and procedures, and contract management.

Minimum Qualification Requirements 

(1) At least a Bachelor’s degree in business administration, commerce, engineering or related fields is required; 

(2) At least 7 years’ experience of experience in procurement, preparation of tender and contract documents, evaluation of bids, and contract management in projects financed by ADB, World Bank or other development partners is required. 

(3) Experience is procurement of educational equipment, works, and/or consulting services is preferred; 

(4) Good knowledge of ADB procurement guidelines is required; 

(5) Prior experience working in Tajikistan or other Central Asian countries would be preferable. 

(6) Good working capacity in written and spoken English is required.
