Objective and Purpose of the Assignment 

The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various specialists to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project. A National Social Safeguards Specialist is required to support the Project Administration Group (PAG) for the project implementation, monitoring and reporting in line with ADB’s Social Safeguards policies, government’s decrees and national laws and regulations related to social safeguards. The project is initially categorized C for involuntary resettlement, and C for indigenous peoples.

 

Scope of Work 

The main purpose of the assignment is to provide support for MOES and PAG in the implementation of the project in compliance with the ADB’s Safeguard Policy Statement (SPS, 2009), the legislation of the Republic of Tajikistan in the field of social aspects, and other relevant requirements as described under the project. 

 

Minimum Qualification Requirements 

Education: 

• University’s degree in a field related to social development (safeguards), land management, social science, anthropology, political science, or other relevant field, is required; 

 

Experience: 

• At least five years relevant work experience is required in social safeguards monitoring and reporting, and updating the social safeguards management plan in order to protect against any negative impact from project(s) on land usage / reallocation / people’s resettlement; 

• Direct working experience under project(s) financed by international development partner(s) is required; 

• A good understanding of social safeguards aspects of the ADB Safeguards Policy Statement (2009) or similar regulation from other international development partner(s) is required; 

• Experience in delivering training (and developing related materials, e.g., manuals, presentations, etc.) to a variety of audiences (e.g., rural population, government staff and specialists, NGOs) is desirable; 

• Experience is designing, implementing and monitoring due functioning of the GRM; 

• Knowledge of education, environmental, rural development, climate change, and food security issues will be an advantage; 

• Experience with carrying out social impact assessments would be an advantage. 

 

Personal Qualities: 

• Applicants must demonstrate enthusiasm for, and commitment, to social development with particular interest in safeguarding the project against any possible negative social impacts on people at the project’s sites. A hands-on and action-oriented approach will be essential; 

• Excellent communication and inter-personal skills; 

• Excellent team-working skills; 

• Ability and willingness to travel to remote areas is essential. 

 

Other skills and requirements: 

• Fluency in written and spoken in Tajik and Russian is required; Being good in written and spoken English as a working language is required. 

• Skills in preparing high-quality reports will be an asset. 

• Computer skills (MS office, MS Word, MS Excel, Power point, Internet E-mail etc.) is required; 

• Knowledge in GIS software will be an advantage; 

• Two reference letters from the most recent employers are desirable.
