5. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit Monitoring and Evaluation (M&E) Officer who will be responsible for overseeing the design, coordination, and implementation of the monitoring and evaluation of project activities, surveys, works, consulting services, research, and learning framework for the project based on indicators (DMF) and project implementation plan (PIP), as reflected in the project administration manual (PAM). The M&E Officer will directly report to the PAG Manager.
 

6. SCOPE OF WORK: 

The M&E officer will work closely with the project management and consultants to:

 develop a comprehensive project monitoring and evaluation matrix (PMEM) to generate data systematically on the project Outcome and Output performance indicators and key activities milestones in the project Design and Monitoring Framework (DMF) and other indicators for project performance monitoring such as those relevant to the project implementation plan, including data to be collected and methods of data collection;

 develop PMEM manual and reporting tools to be used by PAG to produce and report data and implementation progress for the project quarterly, Mid-Term and completion reports;

 conduct capacity development training to provide skills transfer to PAG staff responsible for M&E and the project-related progress reports, including gender action plan (GAP), on data collection, analysis, reporting, and maintenance of the PMEM;

 establish process and regularly review/update the Risk Management Matrix;

 prepare M&E components of the quarterly, mid-term and project completion reports;

 assist, facilitate and oversee the conduct of project studies and surveys;

 coordinate with the environmental and safeguards officer and specialists and report regularly to the PAG manager about the progress, gaps and issues related to project implementation;

 support the PAG and school information system (SIS) specialists on trial and confirmation of the system development;

 recommend specific evaluation studies to better inform the executing agency (EA) and ADB on project development;

 prepare end-of-assignment reports for submission to the executing agency, implementing agency, and ADB; and

 perform other tasks as may be reasonably required.

7. MINIMUM QUALIFICATIONS REQUIRED:

C. Education:

 At least a bachelor’s degree in education, sociology, economics, statistics, or other related fields.

 Certificate in M&E project system management (preferable)

D. Experience and Skills:

 with at least 5 years of experience in the design of M&E systems

 experiences in M&E of projects funded by international organization(s) in Tajikistan; 

 demonstrated knowledge of statistics, evaluation techniques and preparation and analysis of socio-economic surveys;

 strong teamwork, communication, organizational, and problem-solving skills. 

 good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.

 fluent in written and spoken Tajik and/or Russian;

 capable of using English as a working language.

8. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in July 2024 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
