5. BASIC FUNCTION OF POSITION: The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various officers and staff of the Project Administration Group (PAG) to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP). The Senior Finance Officer will directly report to the PAG Manager. 

6. MAJOR DUTIES AND RESPONSIBILITIES:
 The Senior Financial Officer will support and coordinate with PAG Manager, Chief Accountant and Disbursement Officer in the overall financial management of the project:
 prepare and monitor quarterly and annual project budgets and organizational budgets, update projections for the PAG;
 Oversee cash flows, set appropriate reserve levels, and optimize cash flow requirements for the PAG;
 Ensure proper and targeted use of project funds in accordance with the requirements of the legislation of the Republic of Tajikistan and the ADB as described in the Project Financial Manual;
 Participate in planning, budgeting for the implementation of the Project; 
 Monitor and ensure effective use of project funds, according to ABD procedures and legislation of the Republic of Tajikistan; (iii) assist in annual audit, tax reporting, and ensuring compliance with all regulatory requirements for the PAG;
 Together with the Chief Accountant, develop and update procedures to ensure proper internal controls, identify risk areas, and prepare mitigating actions for the PAG;
 Coordinate with the Ministry for the payments under counterpart funding;
 Prepare vouchers along with the bills invoices and other supporting documents for PAG;
 Support the Chief Accountant in entering data into financial records for payment and receipt vouchers, and maintain and organize hard files for vouchers;
 Oversee payments process associated with staff reimbursement, travel and events as needed;
 Maintain and record petty cash transactions;
 Correctly fill out all financial documents (bank, cash, invoices, payment documents, travel documents, advance invoices, etc.);
 Assist in the operations of accounting, payroll, contracts and loan administration; and
 Prepare and submit tax reports to the Tax Committee and the local tax authority; 
 Prepare other additional reports and information, as necessary, for the Ministry of Finance and other government agencies related to investments; 
 Ensure effective audit of project financial reports and their timely submission to the ADB;
 Operate and prepare reports using the 1C accounting program
 Ensure timely entering and posting of transactions into the 1C accounting software and perform monthly closing procedures;
 Ensure timely submission of withdrawal applications and adequate funds flows.
 Any other financial activities that may be reasonably required. Working closely with the International Financial Consultants.

7. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION: It is expected that the selected candidate will conform to the following qualifications and experience profile:
 A finance professional, preferably with a master’s degree in finance, accountancy, economics or commerce from a reputed institution and at least 5 years of relevant experience. 
 Experience in government development projects, preferably in multilateral institution-financed projects, managing finances, contract awards, disbursements, and audit arrangements will be an advantage.
 Well-versed in financial management and accounting systems of government and multilateral institutions.
 Working knowledge of an off-the-shelf (IC) accounting system is a requirement. 
 knowledge of different technology solutions in financial management is required.
 fluent in written and spoken Tajik and/or Russian;
 capable of using English as a working language.

8. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in July 2024 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
