I. Expression of interest

 

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES). 

The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.

 

The objective of the assignment is to assess and develop recommendations to enhance pedagogical practices that affect the quality and effectiveness of the teaching and learning environments in Tajikistan's schools. This analysis will inform and contribute to the development of the Framework. The other main objectives of this assignment are conducting assessment of the pedagogical practices and contribution in the development of the pedagogical environment chapter of National Framework. As well, collaboration and stakeholder engagement as international consultant, interagency working group, project consultants for improving and ensuring the quality of the development of National Framework, capacity building and implementation support of the piloting process and drafting of implementation plan for the National Framework. Since the National Framework is an important government document on which various agencies and interdepartmental groups will provide their feedback and comments’ regarding it’s improving, review and finalization will be also the other objectives of the assignment for the consultant in the development of the National Framework.

II. Qualification and personal requirements

The Technical M&E Officer should have the following qualifications and experience: 

a) Higher education degree in the field of public administration, social sciences, business administration, statistics, economics or related fields;

b) Three years of relevant full-time work experience in monitoring and evaluation or quality assurance or reporting in internationally-financed development projects;

c) Excellent skills in analyzing, and interpreting data, designing M&E systems in projects;

d) Knowledge of analytical and statistical software like STATA, SPSS, and NOVA;

e) Excellent analytical and writing skills in Russian and Tajik. Knowledge of English language will be considered as an advantage;

f) Strong planning, system development and organizational skills; 

g) Strong communication and facilitation skills;

h) Ability to build and maintain effective relationships with the team members, clients and stakeholders, ability to work within a team and independently; 

i) Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and advance knowledge of spreadsheet and database packages.

Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc). 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
