1. PROJECT BACKGROUND: The Ministry of Education and Science of the Republic of Tajikistan (MoES) is implementing the Improving the Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMP), which is funded by the Asian Development Bank. The ISTEMP aims to promote equal access to quality secondary education in science, technology, engineering and mathematics (STEM) from grades 5 to 11. Moreover, the project is focused on building a human capital base to support Tajikistan’s transition to higher labour productivity and competitiveness. The Project Administration Group (PAG) is established for the implementation of the project. The Compliance Editor in PAG will be selected through a competitive procedure acceptable to ADB and financed by the Project.
2. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit the Compliance Editor who will work together with the Training Material and Coordination Officer, PSIF and other specialists & consultants. The Compliance Editor ensures consistency in terminology, style, and tone across all project materials, maintaining professional and educational coherence in alignment with government language requirements. Moreover, he/she will support the development and refinement of STEM-related educational materials and curricula by enhancing their linguistic clarity, coherence, and consistency, while preserving scientific accuracy. The Compliance Editor reviews and approves all project materials before the final printing. He/She will directly report to the PAG Manager.
3. SCOPE OF WORK: The Compliance Editor is responsible for:
Reviewing drafted letters, STEM-educational materials, project reports, guidelines, operational manuals or promotional content for grammar, punctuation, spelling, and clarity in accordance with government language requirements;
Improving the style and providing language consistency, and ensuring that all documents follow the form, style and standard of MoES documents;
Aligning language with specified government standards, style guides, and project requirements;
Reviewing and approving final proofs prior to publication or printing, ensuring high editorial quality and compliance with established standards;
Editing STEM and other subject-matter content for clarity, coherence, readability, and instructional effectiveness, so that is more understandable for students, teachers, and policymakers;
Maintain up-to-date knowledge of relevant language policies, including changes in regulatory frameworks or government-mandated writing standards;
Improving grammatical accuracy, sentence structure, and formatting while preserving technical or scientific accuracy;
Collaborating with STEM subject-matter experts to ensure nuanced language that meets both pedagogical goals and regulatory educational requirements;
Assisting PAG staff and Consultants in drafting and revising templates, glossaries, editorial guidelines, and operational manuals.
Providing editorial feedback throughout the content development lifecycle, from early drafts to final versions;
Working closely with content developers, designers, translators, and project working groups to ensure cohesive project-produced materials.

4. QUALIFICATIONS REQUIRED:
A. Education:
University degree in Linguistics, Journalism, Law, Communications, Public Relations or a related field.
B. Experience and Skills:
5 years of editorial or compliance-related experience, preferably in an international, academic, or development organization, and familiarity with educational and STEM-related terminology is a plus.
Understanding of compliance procedures, editorial guidelines, and ethical standards, especially in the education sector.
Familiarity with data privacy, intellectual property, and anti-plagiarism protocols.
Good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.
Fluency in written and spoken Tajik and Russian; proficiency in English is considered an asset.
5. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in the second half of September 2025 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
