1. PROJECT BACKGROUND: The Ministry of Education and Science of the Republic of Tajikistan (MoES) is implementing the Improving the Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMP), which is funded by the Asian Development Bank. The ISTEMP aims to promote equal access to quality secondary education in science, technology, engineering and mathematics (STEM) from grades 5 to 11. Moreover, the project is focused on building a human capital base to support Tajikistan’s transition to higher labour productivity and competitiveness. The Project Administration Group (PAG) is established for the implementation of the project. The Civil Engineer in PAG will be selected through a competitive procedure acceptable to ADB and financed by the Project.
2. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit a Civil Engineer who will be responsible for architectural and civil engineering design, as well as supervision of the new STEM buildings in 20 schools, including the Dushanbe Pedagogical College and the Tajik State Pedagogical University. Overall, the Civil Engineer will contribute to the overall success of the project by ensuring all the project’s construction works are well designed, duly implemented, properly monitored and timely commissioned. The Civil Engineer will ensure proper development of the design documents taking into account architectural and structural integrity, safety, and functionality while considering environmental impact, such as disaster-resilient and energy-efficient buildings. Moreover, he/she will be responsible for reviewing all design & construction documents and will be assisting the procurement unit in the bidding process. The incumbent will directly report to the PAG Manager.
3. SCOPE OF WORK: The Civil Engineer will work closely with the Design and Supervision Firm (DSF), the PAG procurement team, and schools, TSPU and DPC’s management to:
provide technical guidance to PAG and schools, TSPU and DPC’s management in identifying/confirming design options for renovation and new construction of various facilities (STEM/Classroom blocks, WASH facilities, dormitories, water and sewage, heating and electricity systems, disaster resilience, etc.) at schools to respond the education architectural and technical designs and avoid negative learning and teaching, social and environmental impacts, and comply with the environmental requirements in the National Building Code as well as the gender action plan related to civil works;
assist PAG/Procurement unit in the procurement of civil works (master plan, concept design, detailed design/BoQ, initial environmental examination etc.,) and supervise contractors during implementation;
advise PAG and schools, TSPU and DPC’s management on suitable options and sites for solid waste and basic architectural plans and designs for drainage systems in their respective contexts;
coordinate and supervise the engineering surveys and investigations, such as topographical surveys, geotechnical investigations and soil surveys, and carry out additional surveys with the DSF, if necessary;
assist EA, PAG and schools, TSPU and DPC’s management in coordinating with the DSF for monitoring and inspection to avoid civil works delays, to ensure both quality and quantity of work are respected, and ensure civil works schedules, technical requirements of sound environmental standards, inspection of Contractor’s construction equipment, safety of the works, property, personnel, and general public, are properly followed;
verify all design documents submitted by the DSF, such as layout drawings of new STEM buildings, design sketches, submitted 3D views, models, and drawings;
before the bidding process, review bidding documents to ensure the Bill of Quantities (BOQ) covers all required works for the construction of STEM blocks;
actively assist in developing bidding documents for works, in particular, sections related to bill of quantities, drawings, technical and employer’s requirements, and environmental and social safeguard-related parts;
be responsible for monitoring the progress of civil works along with civil works supervision consultants and ensure all the relevant documents including periodic works completion certificates are well-reviewed and in place
coordinate and supervise the preparation of required design & construction documentation and work closely with local authorities to ensure expert review and adaptation in accordance with local construction codes;
prepare “Letter of Acceptance” and verify that all contract-relevant documents are available and valid (bank guaranties, social security, insurance, drawings);
verify the final invoice and all the supporting documents (such as build drawings, and users ‘manuals);
conduct regular discussions with MoES and PAG to derive the final layout plans and ensure implementation of sustainable architecture components, and energy efficiency in line with the agreed parameters and municipal by-laws, national building code, town planning and any other concerned authorities, and;
assisting EA, PAG schools, TSPU and DPC’s management in assessing and confirming the readiness of the civil works for the delivery of the laboratory, IT and other equipment;
visit sites and monitor the progress of all civil works under the project and coordinate with contractors to ensure plans are properly followed, works are done with high quality and contracts are completed within stipulated completion date;
report to the Project Manager on any deviations or required amendments in works contracts particularly on measurements of works and recommend appropriate solutions or actions;
certify the quality and accuracy of completed works and recommend to the Project Manager claims for payment of completed works;
4. DESIGN STAGE: The design services will go through these stages, such as:
- Concept Design (incl. Interior and Landscape)
- Schematic Design (incl. Interior and Landscape)
- Detail Design (incl. Interior and Landscape)
- BoQ/Tender (incl. Interior and Landscape)
- Construction Supervision and Defect Liability
5. MINIMUM QUALIFICATIONS REQUIRED:
• university degree or Higher Degree in Architecture, Structural/ Civil Engineering, or any related fields;
• extensive experience and knowledge of infrastructure planning, design, and supervision of construction and renovation of structures, (e.g. in the design of schools or teaching institutions);
• experience in one or more international donor-funded projects in planning, designing and supervising public facilities, desirably, within the past 5 years with a sustainability approach;
• preferably desired experience with design and/or reconstruction/renovation of multistory school buildings, water and sewage systems/facilities, and energy-saving heating and electricity systems;
• experience with project management and collaboration with cross-functional teams
• knowledge of construction standards and regulations, codes etc.
• proficiency in architecture software and tools, such as AutoCAD, Civil 3D, or similar;
• good Tajik, Russian and English communication skills (written and spoken); and
• willing and able to travel extensively to project sites.
6. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in March 2026 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
