BACKGROUND 

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASES). 

 

1. Project Description 

 

The Project Development (PDO) is to enhance the quality of teaching and learning environments in selected general secondary schools. “Teaching and Learning environment” in this project refer to the complete physical, social, and pedagogical context in which learning is intended to occur. The teaching and learning environment in this project is defined as consisting of the skills and competencies of teachers and physical learning spaces where learning occurs . It is school settings (not just classrooms) and contexts in which students learn and teachers teach within the school premises.

 

The Project consists of the following components: 

 

Component 1: Development of the National Framework for Teaching and Learning Environment (Framework) for Better Teaching and Learning Practices. The component activities will review the current teaching and learning environment standards and practices, and develop a new framework that will be adopted nationwide and implemented in the project schools (selected under Component 2). The component activities will review and revise the national level processes for monitoring and evaluating the teaching and learning environment - so that they hold schools accountable and promote their improvement; and enhance the quality of teaching and learning in classrooms through in-service training for teachers and informed by the new national framework.

 

Component 2: Improvement of the Quality and Resilience of Teaching and Learning Environments. The second component would assist selected schools in: (i) rehabilitation of physical infrastructure to meet minimum teaching and learning standards defined in the new national framework as well as reduce shifts and increase teaching/learning time; and (ii) modernization to accelerate quality improvement of teaching and learning in collaboration with other donors. 

Component 3: Building Capacity in Education Assessments and Project Management The third component would support capacity development in the MoES, including the capacity to carry out national and international learning assessments.

Objectives of the Assignment

 

To support the implementation of these activities, the Ministry of Education and Science of the Republic of Tajikistan under the Learning Environment – Foundation of Quality Education Project intends to hire the Project Translator.

 

RESPONSIBILITIES AND THE SCOPE OF WORK

Under the supervision of the Project Manager, Translator will:

 

Translate official letters, reports, guidelines, manuals, contracts, presentations, training materials, and other project documentation.

Translate documents between Tajik, Russian, and English (or other required languages).

Ensure accuracy, clarity, and consistent use of technical, legal, and sector-specific terminology.

Format translated documents in accordance with project templates and standards.

Review and edit translated documents to ensure linguistic accuracy, coherence, and readability.

Proofread documents prepared by the project team when required.

Adapt translated content to the local institutional, cultural, and educational context.

Ensure correct and consistent use of terminology related to the project’s thematic areas.

Maintain confidentiality of all materials and information received during the assignment.

Deliver all translations within agreed timelines.

MINIMUM QUALIFICATIONS AND EXPERIENCE

The Project Translator should meet the following qualifications:

 

University degree in Linguistics, Philology, Education, International Relations, or another relevant field.

Minimum 3 years of professional experience in translation and interpretation.

Experience working with Tajik, Russian, and English languages.

Experience with international organizations or projects is an advantage.

Excellent spoken and written skills in Tajik, Russian, and English.

Ability to provide accurate and high-quality written translation.

Good command of MS Office and online meeting platforms (Zoom/Teams).

Strong communication skills

ASSIGNMENT DETAILS

Location: Dushanbe, Tajikistan.

Duration: The assignment is scheduled to start in January 2026. The contract will be for 12 months, with an initial three-month probationary period. The contract may be renewed for additional 12-month periods, subject to mutual agreement and performance evaluation. 

 

Reporting: The Project Translator will report directly to the Project Manager and collaborate closely with the project staff and consultants.

 

Client’s input: The MOES will provide the Project Translator with office space and necessary equipment for the duration of their tenure. The Project Translator is expected to work full-time (office hours) and will be based at the LEARN Project office in Dushanbe.
