1. Introduction

The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MOES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

2. Objectives of the Assignment

The objective of this assignment is to support the Ministry of Education and Science of the Republic of Tajikistan in the preparation of a high-quality Adaptation Fund grant application, through the restructuring and adaptation of relevant LEARN Project interventions, with the aim of strengthening the climate resilience of the education sector.

3. Qualifications and Requirements

The consultant should meet the following qualifications:

Advanced degree in education, climate change, environmental sciences, engineering, or a related field. 

Minimum 7 years of experience preparing international grant applications, preferably in climate adaptation and/or education infrastructure. 

Demonstrated knowledge of Adaptation Fund processes, templates, and compliance requirements (Environmental & Social and Gender). 

Experience with the World Bank or similar donor-funded projects and strong stakeholder coordination skills. 

Excellent analytical writing and communication skills in English. 

Experience in Central Asia is an asset.

4. Submission of Expression of Interest

The Ministry of Education and Science of the Republic of Tajikistan/ Learning Environment – Foundation of Quality Education Project (LEARN) now invites eligible individual consultants to express their interest in providing the requested services. Interested consultants must submit:

A CV detailing their qualifications, skills, and experience.

Copies of relevant documents evidencing their qualifications.

References and descriptions of similar assignments performed.

Interested consultants are requested to clearly indicate the Reference No. in the subject line of their email.

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, July 2018, and November 2020, September 2023, February 2025, September 2025), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.

A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
