1. PROJECT BACKGROUND: The Ministry of Education and Science of the Republic of Tajikistan (MoES) is implementing the Improving the Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMP), which is funded by the Asian Development Bank. The ISTEMP aims to promote equal access to quality secondary education in science, technology, engineering and mathematics (STEM) from grades 5 to 11. Moreover, the project is focused on building a human capital base to support Tajikistan’s transition to higher labour productivity and competitiveness. The Project Administration Group (PAG) is established for the implementation of the project. The Public Communication Officer in PAG will be selected through a competitive procedure acceptable to ADB and financed by the Project. 

 

2. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit a Public Communication Officer. He/She will take overall responsibility for project awareness among the stakeholders and parties concerned and also will establish close and proper relations of the project with development partners, project implementing organisations/agencies and the EA.  Also, the Public Communication Officer will act as a liaison between the MoES, project and the media, crafting press releases, organising press conferences, and handling media inquiries.

 

3. SCOPE OF WORK: The Public Communication Officer will work with the PAG Team and Consultants to:

ensure that key stakeholders are provided with accurate and timely information on the objectives and activities of the project and other related developments using various communications media;

coordinate closely with all selected consulting firms and contractors that will be engaged by the project to ensure unified and coherent messages are delivered to the different stakeholders using appropriate media;

assist the project in determining the purpose, functions, requirements and long-term strategy for the web portal and the social media accounts to ensure an effective user experience;

develop and implement public relations strategies to promote the project’s initiatives and achievements

closely cooperate with government structures including those for whom the project is reporting and provide updated information about the project, as may be required; 

define web portal uptime and, in association with the project, establish agreements and processes for integration with the websites and business processes of other agencies as appropriate;

together with the IT Officer, design and implement the web portal and social media communications including policies and procedures around content management;

research emerging technologies and services that may enhance the Web experience and make recommendations to management;

actively monitor and engage with all forms of social media (e.g.  Facebook, Twitter, cell phone messages, etc.) to support the project and to ensure that all selected schools and beneficiaries are supported with up-to-date information and guidance;

act as one of the key points of contact for social media queries, developing a response process to service the MoES, agencies, institutions, teachers and assessors and assist in resolving any arising issues;

assume responsibility for all official communications from the project to media outlets in Tajikistan in terms of STEMP, Climate Change and female involvement in STEMP

Monitor media coverage and public sentiment and report on the effectiveness of communication strategies

Perform other duties as may reasonably be required by PAG management.

 

4. MINIMUM QUALIFICATIONS REQUIRED:

University degree in business, international relations, administration, social sciences, Public Relations, or a related field.

Proven experience in a communications or public relations role.

Excellent written and verbal communication skills.

Strong organizational and project management skills.

Ability to work under pressure and handle multiple tasks simultaneously.

Proficiency in social media platforms and digital communication tools.

Strong teamwork, communication, organizational, and problem-solving skills. 

Good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.

Fluent in written and spoken Tajik, English and Russian.

 

5. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Public Communication Officer is expected to begin the assignment in March 2026 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
