POSITION: INDIVIDUAL CONSULTANT FOR CONDUCTING ANALYSIS AND ASSESSMENT OF CURRENT OPPORTUNITIES IN CREATING OF THE ONLINE PLATFORM FOR AGENCY FOR SUPERVISION IN THE SPHERE OF EDUCATION AND SCIENCE (ASSES)

1. Expression of interest

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MoES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES).

 

2. Objectives of the Assignment

The objective of the assignment is to assess of the current status and capacities of ASSES in using of online platform, prepare recommendations for improving and propose solutions to respond to need to create online platform for evaluation the quality of education, also development plan for further using of online platform. The other main objectives of this assignment are conducting review of existing practices in using of online platforms and contribution in the development of proposals for follow-up technical assistance that will support ASSES for creating online platform. As well, collaboration and stakeholder engagement as project consultants for improving and ensuring the quality of the online platform creation.

3. Qualification and personal requirements

 

The consultant should have the following qualifications: 

a) Higher education in education or engineering, information technology, economics or other fields.

b) At least 5 years of experience in technical support, administration, information systems programming, assessment and review of IT systems, especially in the field of education.

c) Experience in working on reforms in the field of education, especially in the development of online platforms in the field of education; 

d) Work experience on donor-funded projects and/or working with international organizations/development partners will be an advantage;

e) Good experience with modern software and e-platforms;

f) Excellent analytical and report writing skills; good communication skills, ability to work with a team and independently;

g) Knowledge of Russian and Tajik languages is required; knowledge of English will be an advantage;

h) Good knowledge of Microsoft Office programs [Word, PowerPoint, Excel], experience in working with internet, email and ZOOM meetings.

 

Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
