1. Introduction

The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MoES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

2. Objectives of the Assignment

The primary objective of this assignment is to assess and develop recommendations to enhance Math teachers’ capacity that affects the quality and effectiveness of teaching and learning environments in Tajikistan's schools. The other main objectives include:

1. Conducting a review of existing practices related to Math teachers’ capacity-building.

2. Contributing to the development of a comprehensive training package.

3. Collaborating and engaging with stakeholders, including interagency working groups and project consultants, to ensure the quality of the training package and support its implementation.

4. Providing capacity-building support and drafting a plan for the training of trainers.

3. Qualifications and Requirements

The consultant must meet the following qualifications:

Education:

• Higher education in pedagogy or related fields.

Work Experience:

• Proven experience in educational reforms, particularly in developing training programs and materials in the education sector.

• Professional experience in Tajikistan's education system, specifically in teacher training and capacity building.

• Practical experience in organizing and conducting activities for capacity development.

• Previous work on donor-funded projects or with international organizations/development partners is an advantage.

Skills and Competencies:

• Excellent analytical and writing skills.

• Strong communication skills and the ability to work both independently and as part of a team.

• Proficiency in Microsoft Office tools (Word, PowerPoint, Excel) and experience with internet, email, and online meeting platforms (e.g., ZOOM).

• Knowledge of Russian and Tajik languages is mandatory; knowledge of English is an advantage.

4. Submission of Expression of Interest

The Ministry of Education and Science of the Republic of Tajikistan now invites eligible individual consultants to express their interest in providing the requested services. Interested consultants must submit:

• A CV detailing their qualifications, skills, and experience.

• Copies of relevant documents evidencing their qualifications.

• References and descriptions of similar assignments performed.

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, August 2018, and November 2020), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.

A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
