Improving the Science, Technology, Engineering and Mathematics Secondary Education Project (ISTEMSEP) - Grant 0926-TAJ, Asian Development Bank (ADB)

 

MOES is the executing agency (EA) for the Project. A Project Administration Group (PAG) has been established to implement the Project.

 

PAG intends to hire a National Civil Engineer (Disaster Resilience) (#CS19) (re-advertisement). 

 

Minimum qualification requirements:

- Higher education in Civil Engineering or related field. Master's Degree in this field will be an advantage.

 

- Minimum of 10 years of experience in civil engineering;

 

- Knowledge of legislative and regulatory documents of the Republic of Tajikistan in terms of construction works;

 

- Knowledge of technologies and methods of construction works, construction rules, requirements of labor organization during construction works;

 

- Knowledge of rules and norms of labor protection, occupational safety, industrial sanitation and fire protection and regulations;

 

- Computer literacy: Windows XP, Excel, Word, AutoCAD, ARCHICAD, MS Project and ability quickly master new systems;

 

- Excellent written and verbal communication skills in Tajik and Russian languages. Knowledge of English will be an advantage. 

 

The tasks and responsibilities of the National Civil Engineer (Disaster Resilience) briefly include:

The National Civil Engineer (Disaster Resilience) will work with the International Civil Engineer (Disaster Resilience), Design Supervision Firm (DSF), the EA, PAG and other relevant consultants to:

 

advise to the international civil engineer (disaster resilience) about the disaster profiles in the project sites;

 

review all bills of quantities to ensure material compliance with seismic and other forms of disaster resilience, by referring to the prototype design requirements provided under the ADB TA during the project processing;

 

review all bidding documents and civil works contracts to ensure compliance with seismic and other forms of disaster resilience;

 

visit project sites on a sample basis to ensure the DSF’s supervision has been implemented on the disaster resilience requirements on the contractors;

 

provide training to the school management about the asset maintenance of the disaster resilience parts / materials of the buildings;

 

provide inputs to quarterly reports on disaster resilience compliance and identify any issues which require intervention by the EA or PAG;

 

prepare end-of-assignment reports for submission to the EA and ADB.

 

Terms of Engagement:

The duration of the assignment is 8 person-months on intermittent basis from December 1, 2024 to December 31, 2026 at the PAG office in Dushanbe, Tajikistan. 

 

Selection procedures 

The selection process is in accordance with ADB's Procurement Policy 2017 and Procurement Regulations for ADB Borrowers 2017 (as amended from time to time) and will be conducted using the Individual Consultant Selection (ICS) method.

 

All interested candidates are required to submit their expressions of interest online in a dedicated electronic format by registering in the Consultant Management System (CMS) - CSRN (Consultant Services Recruitment Notification) on the ADB website: https://www.cms.adb.org/ 

 

Expressions of Interest submitted offline (by email to istem.taj@gmail.com and/or hand-delivered to the project office) may also be considered subject to approval by the EA-PAG.

 

The reason for submitting the EOI offline must be accepted/approved and justified.

 

Registration in the ADB consultant management system is also required to submit the EOI offline.

 

The CVs must be prepared according to the correct template (available as an attachment in the CMS).
