Improving the Science, Technology, Engineering and Mathematics Secondary Education Project (ISTEMSEP) - Grant 0926-TAJ, Asian Development Bank (ADB)

MOES is the executing agency (EA) for the Project. A Project Administration Group (PAG) has been established to implement the Project.

PAG intends to hire a National Procurement Specialist (#CS14) (re-advertisement). 

 

Minimum qualification requirements:

- At least a Bachelor’s degree in business administration, commerce, engineering or related fields is required;

- At least 5 years’ experience in procurement, preparation of tender and contract documents, evaluation of bids, and contract management in projects financed by ADB, World Bank or other development partners is required.

- Experience in procurement of educational equipment, works, and/or consulting services is preferred;

- Good knowledge of ADB procurement guidelines is required;

- Good working capacity in written and spoken English is required.

 

The tasks and responsibilities of the National Procurement Specialist briefly include:

The National Procurement Specialist will work with the International Procurement Specialist, the EA, and the Senior Procurement Officer of PAG to:

- review updated ADB procurement guidelines as applicable to the project;

- review and verify procurement plan and implementation schedule, and update procurement plan, including developing and updating procurement tracking sheet and procurement reports;

- verify and confirm list of goods (including equipment) per institution, including preferred scheduling for receipt and installation;

- ensure availability and access to equipment maintenance, including commissioning and training as required;

- assist the PAG, as applicable, in preparing draft bidding documents for equipment and civil works, by cooperating with the PAG equipment officer, detailed design firms, international engineers, and education technology consultants, for the procurement of goods (including identified equipment) and contractors in accordance with provision of the SOP, the detailed designs, and Procurement Guidelines for submission to the procurement review committees;

- assist the PAG, in preparing request for proposals for consulting firms, by cooperating with the project implementation support firm, and other relevant consultants, in accordance with the project administration manual (PAM) requirements, and Procurement Guidelines;

- support and provide on the job training and organize procurement training workshop to the assigned PAG staff responsible for procurement and contract administration to build their capacity and enable them to independently and effectively carry out procurement activities by the end of the consulting assignment;

- prepare end-of-assignment reports for submission to the EA and ADB.

 

Terms of Engagement:

The duration of the assignment is 12 person-months on intermittent basis from November 2024 to 31 December 31, 2027 at the PAG office in Dushanbe, Tajikistan. 

 

Selection procedures 

The selection process is in accordance with ADB's Procurement Policy 2017 and Procurement Regulations for ADB Borrowers 2017 (as amended from time to time) and will be conducted using the Individual Consultant Selection (ICS) method.

 

All interested candidates are required to submit their expressions of interest online in a dedicated electronic format by registering in the Consultant Management System (CMS) - CSRN (Consultant Services Recruitment Notification) on the ADB website: https://www.cms.adb.org/ 

 

Expressions of Interest submitted offline (by email to istem.taj@gmail.com and/or hand-delivered to the project office at 734024, 13a Nisormohammad Street, Dushanbe city, Tajikistan) may also be considered subject to approval by the EA-PAG.

The reason for submitting the EOI offline must be accepted/approved and justified.

Registration in the ADB consultant management system is also required to submit the EOI offline.

The CVs must be prepared according to the correct template (available as an attachment in the CMS).
