The Republic of Tajikistan has received financing from the Islamic Development Bank toward the cost of the Joint IsDB/ISFD-GPE-OFID Project for Support to Implementation of the National Education Development Strategy of the Republic of Tajikistan (Phase-II), and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of an Individual Consultant for which this Expression of Interest is issued.

 

The Project objectives is to improve the learning environment and facilitate system strengthening for sustainable implementation of an inclusive, competency-based education system to improve student learning outcomes in Tajikistan. The Ministry of Education and Science of the Republic of Tajikistan is the Executing Agency of the project. The project implementation period is 5 (five) years.

 

The services include, but not limited to the following: ensure that the final detailed design and other technical documentation of construction works to be prepared by project supervision consultant comply with IsDB/GPE/Government requirements/standards on construction, including with updated standards on accessibility (disability accessible and gender sensitive) and WASH standards, monitoring and control of the quality of construction and installation works and compliance with the contractors’ work schedule, timely verification of all documentation related to the progress of construction works, including IPCs etc. The estimated level of efforts is 36 (thirty-six) months for each consultant. The expected start date of assignment is May 2026.

The Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services.

 

The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant, their mission-relevant experience, their experience in the sector as well as their language ability.

 

A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition, revised February 2023)

 

Minimum Qualification Requirements

 

-          Higher engineering education in the field of construction;

 

-          General experience in construction for at least 8 years;

 

-          Knowledge of current regulatory documents in the field of design and construction;

 

-          Knowledge of the local business environment in the construction industry;

 

-          Experience in projects financed by international organizations (IBRD, ADB, IsDB, WB, etc.),

 

-          Excellent knowledge of construction norms and ecological legislation of the RT.

 

-          Ability to make decisions independently.

 

-          Computer literacy, practical experience in working with MS Office applications, especially knowledge of AutoCad / ArhiCad software.

 

-          Good knowledge written and oral Tajik and Russian languages, English is an advantage.

Terms of Reference and Scope of Services

I.    Background

 

The Republic of Tajikistan has received financing from the Islamic Development Bank toward the cost of the Joint IsDB/ISFD-GPE-OFID Project for Support to Implementation of the National Education Development Strategy of the Republic of Tajikistan (Phase-II). The total cost of the project is US$86 million. IsDB financing amounts to US$ 45 million. The project is co-financed by Global Partnership for Education, OPEC Fund for International Development and Government of the Republic of Tajikistan. The Project objectives is to improve the learning environment and facilitate system strengthening for sustainable implementation of an inclusive, competency-based education system to improve student learning outcomes in Tajikistan.

 

A dedicated full-time Project Implementation Group is established within the Ministry of Education and Science of the Republic of Tajikistan (MoES / Executing Agency) to ensure efficient management and implementation of the Project. The Executing Agency is recruiting two Civil Engineers, who will function under the supervision of PIG Manager.  

 

II. Key Tasks and Responsibilities

 

The details of the specific assignments/tasks of the Civil Engineers will be as follows:

-          Work closely with the relevant structures of local executive authorities of project districts, cities and other government agencies on issues related to the construction/rehabilitation of educational institutions/facilities

 

-          Exercise quality control over preparation and submission/approval of all technical documentation of the project

 

-          Ensure that the detailed design and other technical documentation of construction works to be prepared by project supervision consultant comply with IsDB/GPE/Government requirements/standards on construction, including with updated standards on accessibility (disability accessible and gender sensitive) and WASH standards

 

-          Ensure that climate change and disaster risks are identified, and appropriate measures are designed for prevention/response are reflected in the project design and other documents   

 

-          Provide the necessary technical support to the PIG Manager in overseeing all issues related to the physical and financial execution of the Component 1 of the Project, considering the efficient use of the Project's resources.

 

-          Actively participate in the preparation and updating of financial plans, procurement plans, operational plans, Project Implementation Manual, including monitoring the effectiveness of the implementation of these plans related to the project

 

-          Provide technical assistance and support to ensure alignment of project interventions with the relevant regulatory and legislative acts of the Republic of Tajikistan

 

-          Verification of tender prices and authenticity of documents submitted by bidders, as well as verification of the qualifications and capabilities of bidders

 

-          Ensure timely and effective control over contractors under civil work  contracts

 

-          Ensure that infrastructure built/rehabilitated under the project is aligned with new/modern standards of infrastructure and provide technical advice on the use of modern technology during construction

 

-          Exercise supervision and control over compliance with the requirements of the labor protection instructions at construction sites

 

-           

 

-          Participation in the management and supervision of civil work contracts

 

-          Regular visits to construction sites of project areas and making entries in the observation log

 

-          Monitoring and control of the quality of construction and installation works and compliance with the contractors’ work schedule

 

-          Carry out control measurements of the scope of work submitted for approval by the project supervision consultant

 

-          Timely verification of all construction documentation related to the progress of construction works, including IPCs

 

-          Take necessary measures for unreasonable delays or low quality in construction of schools or poor quality of submitted deliverables.

 

-          Duly communicate incompliance with the contract requirements with relevant program management at the PIG and IsDB.

 

-          Contribute to the processes of monitoring, evaluation and reporting of the project, including the timely provision of inputs on Component 1 of the Project to all relevant monthly, quarterly, annual, mid-year review and final evaluation reports.

 

-          Provide guidance and technical assistance in preparation of completed construction and installation works and facilities for technical evaluation and acceptance by IsDB and the Government.

 

-          Participate in the work of commissions for the acceptance of construction project sites and their commissioning

 

-          Any other tasks assigned by the PIG Manager

 

III. Essential Skills, Experience and Qualifications

 

-          Higher engineering education in the field of construction.

 

-          General experience in construction for at least 8 years.

 

-          Knowledge of current regulatory documents in the field of design and construction.

 

-          Knowledge of the local business environment in the construction industry.

 

-          Experience in projects financed by international organizations (IBRD, ADB, IsDB, WB, etc.).

IV. Competencies

V. Contractual conditions

 

-          The duration of the contract will be 12 (twelve) months with 3 (three) months’ probation period starting from the contract signing date and renewable annually based on annual performance evaluation and project needs.

 

-          Remuneration will be paid monthly in accordance with the salary scale agreed between the IsDB, Executing Agency, and Ministry of Finance (in line with Decree of GOT #582 dated November 29, 2022

 

-          The position may require travel to project sites within Tajikistan. Travel expenses such as daily allowance, accommodation, etc. will be reimbursed in accordance with the relevant procedures.

 

-          The Civil Engineers will be accountable to PIG Manager on day-to-day project activities.

 

-          The place of work - Dushanbe city.
