BASIC FUNCTION OF POSITION:

 

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES). 

The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.

“Teaching and Learning environment” in this project refers to the complete physical, social, and pedagogical context in which learning is intended to occur. The teaching and learning environment in this project is defined as consisting of the skills and competencies of teachers and physical learning spaces where learning occurs . It is school settings (not just classrooms) and contexts in which students learn and teachers teach within the school premises.

 

MAJOR DUTIES AND RESPONSIBILITIES:

The Procurement Assistant will be responsible for preparation and updating Project Procurement Plan maintain records of all procurement activities and secure all procurement documents. As well, the Specialist must assist in the coordination, supervision, monitoring and evaluation of all project procurement activities in accordance with the Project Operational Manual, established World Bank policies and procedures, and Tajikistan legislation. The Procurement Assistant will be contracted by the MoES using the Learning Environment – Foundation of Quality Education Project funds and will be accountable the Project Coordinator and Procurement Specialist on day-to-day project monitoring activities.

 

(a) Assist the Chief Procurement Specialist in coordination, controlling, monitoring and evaluation of all procurement activities of the project in accordance with the Project Operational Manual, established by World Bank policies and procedures and Tajik legislation;

(b) Assist in the preparation of tender documents, evaluation reports and drafting of contracts for all LEARN purchases to receive no objections from WB and present it into the tender committee of the project; 

(c) Preparation of standard tender documents, sample framework agreements and contracts with implementing partners and contractors; 

(d) Preparation, approval and updating of Procurement Plans and execution of all procurement transactions for the project through the Bank System for Systematic Tracking and Exchange in Procurement (STEP);

(e) Prepare and update the project procurement plan and submit a quarterly report for WB review, maintain records of all procurement activities and ensure the security of all procurement documents; 

(f) Prepare regular procurement reports and information reports for government authorities, for IDA and other stakeholders as directed by the Project Coordinator and Procurement Specialist;

(g) Contribute to the development and updating of procurement policy and procedure manuals for Project Operations Management.

 

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:

It is expected that the selected candidate will conform to the following qualifications and experience profile:

(a) Higher education/Diploma in the service sector in economics or other disciplines;

(b) General working experience of at least 3 years in a public or private sector;

(c) Good oral and written communication skills. 

(d) Proven integrity in handling public resources and in executing duties.

(e) Good computer skills, knowledge of Word and Excel programs; 

(f) Excellent knowledge of written and oral Russian language. Knowledge of Tajik and English languages is welcome;

 

ASSIGNMENT DURATION AND REPORTING:

The Procurement Assistant is expected to be available from November, 2024.  This assignment is for a total of 12 (twelve) months starting from the contract signing date and renewable annually based on the consultant’s performance and business needs. 

The MOES shall provide an office space and necessary equipment to the Procurement Assistant during his/her tenure of service in the MOES of Tajikistan. The Specialist is expected to work full time (office hours). 

The Procurement Assistant will report to and work under the supervision of Project LEARN Coordinator and Procurement Specialist.
