1. Introduction

 

The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MOES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

2. Objectives of the Assignment

 

The Consultant will ensure the data collection, systematization, and analysis of data related to advanced training courses, provide methodological and administrative support to RIATRESW, and facilitate the document preparation and reporting within the LEARN Project.

3. Qualifications and Requirements

 

The consultant should meet the following qualifications:

 

a) Higher education in pedagogy or related field;

a) Experience in the field of advanced training of education system workers (as a trainer, developer and relevant areas); 

b) Experience and good skills with international organizations and implementation of grants for conducting training in the advanced training system;

c) Knowledge of interviewing techniques, assessment of skills and competencies of trainers;

d) Work experience on donor-funded projects and/or working with international organizations/development partners will be an advantage;

e) Excellent analytical and writing skills; good communication skills, ability to work with a team and independently;

f) Knowledge of Russian languages, knowledge of English will be an advantage;

g) Good knowledge of Microsoft Office programs [Word, PowerPoint, Excel], experience in working with internet, email and ZOOM meetings.

4. Submission of Expression of Interest

 

The Ministry of Education and Science of the Republic of Tajikistan/Learning Environment – Foundation of Quality Education Project (LEARN) now invites individual consultants to express their interest in providing the requested services. Interested consultants must submit:

 

• A CV detailing their qualifications, skills, and experience.

• Copies of relevant documents evidencing their qualifications.

• References and descriptions of similar assignments performed.

 

Interested consultants are requested to clearly indicate the Reference No. in the subject line of their email.

 

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, July 2018, and November 2020, September 2023, February 2025, September 2025), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.

 

A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
